Practice

Real property, and nothing else.

The firm does not maintain a general commercial docket. Land is the work — title, planning, tax, and the contract that must hold after both have left the room.

    Purchases and sales

    Representation from the letter of intent through registration at the Land Registry — the Tabu. Title review, the caveat (he’arat azhara), purchase-tax filings, mortgage releases, and closing.

    Foreign purchasers

    Non-residents acquire property in Israel as a matter of course. Files are conducted in English, including apostilled powers of attorney, banking and source-of-funds requirements, and the distinct purchase-tax scale that applies to non-residents.

    Urban renewal

    TAMA 38 and Pinui-Binui: owner-side counsel, voting thresholds, contractor guarantees, and the long work of the building committee. We act for owners, not for the developer, unless instructed otherwise in writing.

    Commercial property

    Office, retail, and income-producing assets. Lease drafting and assignment, sale of going concerns, and the quiet points that decide a file — use clauses, restoration, and guarantees.

    Landlord and tenant

    Residential and commercial tenancies: the lease, the deposit, repairs, and the eviction file (pinui). Protected tenancy under the Tenant Protection Law is treated as its own problem, not as an ordinary lease. We act for landlords or for tenants, not both on the same building.

    Title and due diligence

    The Tabu extract, Israel Land Authority leasehold status, the municipal building file, planning deviations, attachments, and betterment levy (hetel hashbacha). The contract is written after the file is read, not before.

  7. 07

    New construction

    Agreements with the contractor (kablan), specification schedules, bank guarantees, staged payments, and handover. We act for the purchaser throughout the build, not only at signing.

Independence

This is not a department of a full-service firm. Real property is the practice. Advice is not cross-sold, and files are not farmed out.

Title, planning, and tax are read in full before a contract is drafted. The work is slow where it must be, and short where it can be.

The attorney you instruct holds the file. Overseas clients are represented in the ordinary way, by apostilled power of attorney, without a local appearance.

Halevy was founded in 2024 as a sole practice devoted to real estate. It remains a boutique: a short docket, and the time a land file actually requires.
